Major developments are those that require new street names to be created as part of the development.

All new street names and/or numbering schemes must be approved by the Council prior to use.  Developments named and/or numbered by the developer alone may be subject to change and Dartford Borough Council will not be liable for any costs or damages caused by failure to comply with this request.

New Property Address Request

Please be advised that this process can take at least eight weeks and we do not start processing an application until ground has been broken and foundations are being laid.

The final decision on new street names is made by the Local Authority though we welcome suggestions from Developers. All proposed names, whether submitted by yourselves or Council Officers are subject to a period of consultation with the Emergency Services, Royal Mail and local Councillors and any of these groups may raise objections. As Developers you will also be included in the consultation so you will get the opportunity to make any comments or objections to the suggested names. The names will then be put forward for consideration to the Chief Officer.

All Councils name streets under certain Acts and at Dartford, we use the Public Health Act 1925, sections 17- 19. It is a requirement of this Act that a notice be posted at the site by the Council stating the chosen name(s) for a period of 28 days. The notice gives a period of 21 days for any objections to be made to the name(s) before the Naming Order is signed. Once all elements of the Act have been complied with, we will then contact the Postcode Centre to discuss the postcodes arrangements as these may change with the issuing of a name.

Key stages within the street naming process:

  • The developer proposes a street name after reading the Street Naming and Numbering Guidance and by completing the appropriate form and/or Council officers make suggestions on names.
  • The Council formally objects to any suggested name. This is part of the Public Health Act 1925 and done in order not to lose the right to object at a later stage. This is a formality that the Council must undertake and does not indicate the actual decision that will be made at Cabinet.
  • The suggested name(s) is sent for Consultation with the Developer, Emergency Services, Royal Mail, all Council Members and, if applicable, the Parish Council and any other interested parties. Consultees have 10 working days to respond.
  • If there are any objections to the proposed name(s) during the Consultation period, the consultation may need to start again with a new name(s).
  • The proposed name(s) and all comments made during the Consultation are put forward to the Chief Officer.
  • If the proposed name(s) are rejected, new suggestions will be requested from Members and Developers and the consultation process will be restarted.
  • Once the name(s) are approved, a notice is placed at the site for a period of one month where anybody may object to the name(s). This objection must be made to the Magistrates Court within the specified time period.
  • Properties are numbered by the Address Management Officer in accordance to the guidance. Draft number schedules will then be sent to the developer for checking. This is for all properties on both new and existing roads.
  • At the end of the notice period, if there have been no objections, postcodes will be allocated by Royal Mail and all interested parties will receive confirmation of the new addresses.

Fees are payable on all aspects of SNN and details of those can be found here - SNN Fees. The cost of the development will be discussed with you and will need to be paid by credit or debit card or BACs before any work on the application will begin. We are unable to accept cheques.

You must not use any proposed addresses on any legal documentation or in the wider community until you receive the official notification from the Council.

You will be contacted by the Property Information team once they have received your application form to discuss the cost of the application and then you will be asked for copies of the plans of the site, including any floor plans in relation to blocks of flats.
