The Council operates an executive form of governance, under which most decisions are taken by Cabinet or its committees/sub-committees. Other decisions known as non-executive decisions, are taken by the General Assembly of the Council or its committees. In both cases, decisions can be delegated to officers.
Many of these decisions are of a routine, administrative or operational nature and are taken in the day-to-day work of the Council/Cabinet in delivering services to its customers. However, other decisions are taken which may affect the rights of an individual, or result in the granting of a permission, licence or the awarding of major contracts. The Openness of Local Government Bodies Regulations 2014 are designed to make local authorities more transparent to their local communities. Regulation 7 requires that certain types of officer decisions are recorded and made available to the public.
